Another great thought provoking piece Marshall. I remember a saying, but not the source, that said, "To get people to participate in implementation, have them participate in the decision making." This is so important in leadership and facilitation. Maybe that's because when people participate in the decision making they are "choosing" which is a forward, proactive - from them - move. With a less facilitative and top down approach, people will often smile our of politeness but not necessarily take action as a reaction to being told to and their natural resistance to "having to" do something they didn't choose.
